The Freedom to Information

The ability to acquire new information. Thus providing for education, sharing of research, spreading of entertainment, &c.

Prevents censorship, ideological control by entities such as governments or other powerful interests, and constriction of memetic flow.

The Freedom to Speech

The ability to produce and disseminate information. Thus providing for teaching, sharing of research, production of entertainment, &c.

The primary function of government is to provide individuals the means to these freedoms, and guarantee their non-violation through minimal coercive faculties.
